Two facts about programmatic arrived in the same year and point in opposite directions.
The ANA's transparency work puts programmatic waste at 26.8 billion dollars, up 34 percent from 20.0 billion in June 2023. The one bright spot is made-for-advertising inventory, which fell to 0.8 percent of spend on a median basis after the first report named it. (ANA, August 2025)
At the same time the buying is leaving human hands. NBCUniversal and FreeWheel closed the first AI-agent programmatic guaranteed deal for live sports. Disney is targeting 75 percent automated advertising by 2027. Viant reports a 67 percent cost reduction versus human traders in its no-human-in-the-loop trading. The standards are already splitting. IAB Tech Lab's agentic roadmap extends OpenRTB, AdCOM and VAST with MCP and Agent2Agent. The AdCP consortium runs a separate track that excludes The Trade Desk, DV360 and Amazon. (INMA, CES 2026)
What buyers say they measure
Conversion rate is the top programmatic KPI at 62 percent, then ROAS at 47 percent, reach and frequency at 46 percent, click-through at 39 percent. 87 percent call cross-channel reach and frequency critical or valuable. 43 percent plan to increase contextual targeting, and half of buyers in regulated verticals call it primary. Gartner's caution belongs next to those numbers: only 5 percent of generative AI users report significant business gains, and most vendor announcements emphasize efficiency over effectiveness. (Gartner, 2026)
The hiring question
If the bidding is automated and the waste is still growing, the human job moves up a level. Someone has to decide which standard the agency builds on before the DSPs decide for it. Someone has to own supply-path transparency, because an agent optimizing to CPM will buy the 26.8 billion dollars of waste faster than a person did. Someone has to set the frequency rules across walled gardens that the agents then enforce.
Those are governance and measurement seats, not execution seats. Trader headcount at agencies is the number to watch. Titles that read Agent Operations, Supply Strategy, AI Governance or Programmatic Measurement are the replacements.
